and create a user section at the end of the file (ssh can die respawning if placed after Subsystem line):

   ChrootDirectory %h
   ForceCommand internal-sftp
   AllowTCPForwarding no
   X11Forwarding no

scp error

 protocol error: mtime.sec not present
