GCP Bucket permissions

There is two modes of managed permissions to buckets: Uniform bucke-level access and ACL based.

• Uniform bucket-level access: gsutil ubla
• ACL: gsutil defacl
• To add conditions, switch the bucket from fine-grained to uniform bucket-level access control
