To restart promtail after an upgrade:
  brew services restart promtail
Or, if you don't want/need a background service you can just run:
  /Users/user/brew/opt/promtail/bin/promtail -config.file\=/Users/user/brew/etc/promtail-local-config.yaml

brew services start promtail
brew services info promtail
brew uninstall promtail
